Dina 25 Juni 1992, Pupuhu Nagara jeung Pamaréntahan ti 11 nagara nandatangan di Déklarasi panglawungan Istanbul jeung Pernyataan Bosporus ngahasilkeun dibentukna Sabilulungan Ékonomi Laut Hideung.
